Discord was banned in Russia and Turkey for the 'spread and promotion of illegal content'.
According to various users on Reddit, people in Russia & Turkey haven't been able to access Discord recently. Ever since Discord was released, it's been a hub for gamers looking to find other friends to play with. Unfortunately, it's also been used for conducting cybercrime and data exfiltration, with Discord's CDN being notorious for hosting malware. The block came without warning from Turkey and Russia, with a Russian local media confirming that Discord was blocked due violations of national law.
"Access to the Discord messenger is limited in connection with the violation of the requirements of Russian legislation, the implementation of which is necessary to prevent the use of the messenger for terrorist and extremist purposes, the recruitment of citizens for their commission, the sale of drugs, in connection with the placement of illegal information." – Roskomnadzor
Various users on Reddit have mentioned that using a VPN or a Proxy has allowed them to access the site, but this is a hotfix that might not work for long. I'd recommend swapping to another similar chat app that isn't banned in the two countries (e.g. Matrix or Revolt). Guilded also works, but it recently required you to sync a Roblox account, which isn't favorable for many users.
